I have the honour to request Your Lordship's
covering authority to make provision in the draft estimates
for 1941-42 for improved salary scales in respect of the
posts of Chinese Physical Training Instructor and Chinese
Female Physical Training Instructor in the Education
Department.

As shown on page 36 of the printed estimates for
1940-41 there are eleven posts of Chinese Physical Training
Instructor on a salary scale of $600 to $840 by $60 annually
and two posts of Chinese Female Physical Training Instructor
on a salary scale of $480 to $660 by $60 annually. In
addition a Uniform Allowance of $50 per annum is paid.

It has been represented to me by the Director of
Education that physical training in schools
-
the extension
of which was strongly advocated in the Burney Report has
been much handicapped this year by the loss of two Physical
Training Instructors owing to lack of prospects in the
present salary scale. One successfully applied for
appointment as a Probationer Chinese Sanitary Inspector
(salary scale $1,200 to $1,800 by $100 annually) and the
other resigned from Government Service. These two men had
